Cleveland County Government Appoints Human Resources Director

SHELBY, N.C.- Following a comprehensive national recruitment process that included an extensive vetting procedure, Mr. Francesco Rodriguez was selected to lead the Human Resources department for Cleveland County Government.

“I am thrilled to join Cleveland County as the Human Resources Director,” said Rodriguez. “This role presents an exciting opportunity to apply my experience and directly support alignment between the people, strategy, and the County’s objectives.”

In his previous role as Human Resources Director, Mr. Rodriguez led a broad range of HR functions, including analytics, talent acquisition, performance management, state and federal compliance across 30+ states, compensation structure management and total rewards, and employee relations.

“We are excited to welcome Francesco as our new HR Director,” said David Cotton, County Manager. “With his experience and leadership, we look forward to strengthening our workforce and continuing to serve the community.”

Mr. Rodriguez holds a Bachelor of Business Administration in Marketing and International Business and Trade from Florida Atlantic University. He officially assumed his new role as Human Resources Director on February 10th, 2025.
